Changes to the Pharmaceutical Benefits Scheme (PBS) took effect from 1 September, including updates to PBS listings, restrictions and authority requirements.

For optometrists prescribing medicines under the PBS, it’s important to check the current PBS listings, restrictions and item code before prescribing or submitting an authority application.

Online PBS authority applications

Services Australia’s Online PBS Authorities system, available through Health Professional Online Services (HPOS), allows eligible authority applications to be submitted online and assessed in real time.

You’ll need a Provider Digital Access (PRODA) account with your prescriber number linked to access the system. Applications require information about the patient and the prescribed medicine, including the dose, quantity, and repeats, as well as answers to questions about relevant PBS restrictions.

For applications eligible for real-time assessment, the system provides an immediate Approved or Rejected outcome. This can be a faster alternative to calling Services Australia.

Other authority pathways remain available

The Online PBS Authorities system is an alternative pathway. Optometrists can continue to use:

  • telephone applications for Authority Required medicines
  • written applications by mail
  • the HPOS secure form upload facility for written authority applications.

Some prescribing software can also support PBS authority requests directly within the prescribing workflow. Check with your software provider to see whether this functionality is available.

PBS listing changes

Services Australia has published new and amended PBS listings effective from 1 September 2026.

Changes include new listings, updated authority requirements and changes to PBS item codes. Some existing item codes have been deleted following listing changes and new prescriptions may be required.

Before prescribing or submitting an authority application, check the current PBS listing and restrictions to ensure the prescription and application meet the relevant requirements.

PBS eligibility criteria are determined through the Pharmaceutical Benefits Advisory Committee (PBAC) process. Services Australia cannot approve an Authority Required medicine if the patient does not meet the relevant criteria.

PRODA security changes coming in October

From 10 October 2026, Services Australia will introduce passkeys and authenticator apps as additional PRODA login options. These provide a more secure, phishing-resistant alternative to traditional email-and-password login methods. No action is required now. Existing login methods will remain available during the rollout.
